2月18日醒來的早晨
三鶯族人還來不及反應
怪手就這樣轟隆作響
不到幾分鐘的時間
就只能眼睜睜的看著
十幾年來安身立命的家園碎落一地
三鶯部落在2月14日
收到台北縣政府拆遷公告
限期3天自行拆除家園
否則房舍將視為廢棄物
並開罰60萬到3百萬元
2月15日三鶯部落的族人
前往台 北縣政府陳情
希望可以暫緩拆遷
台北縣水利局做出決議
沒有搬遷到三峽國宅的部分族人
可以跟原民局研議
就輔導的期程上
到底什麼時候可以完成
水利局再研究後續拆除作業的時間
陳情結果以為有緩拆的空間
沒想到突如其來的拆除行動
讓族人措手不及
這一邊怪手無情拆除
另一邊是應該負責輔導安置
三鶯部落的台北縣原民局拿著切結書
要求族人甚至是正做月子的媽媽立刻簽名
如果簽名就可以暫緩拆遷到2月28日
否則將立刻拆除
在幾位民代陸續跟台北縣政府協調之後
才結束這一波拆遷行動
雖然台北縣原民局於2月15日也允諾過
第二次的拆除時間會再斟酌
應該不排除先以公告通 知
但隔不了幾天
2月21日
仍然在毫無預警的情況下
怪手和大批警力快速突擊三鶯部落進行第二次拆除
族人甚至還來不及收拾房子裡的東西
家園就毀於一旦
警方近乎暴力的對待三鶯部落的族人
以及前來幫忙搬家及聲援的朋友、學生
以人牆盾牌圍住成封鎖線
也企圖阻擾媒體記者的採訪
當中爆發多次衝突
無法用肉身抵擋挖士機
族人眼看著就要夷為平地的部落
只能一而再再而三苦苦哀求。

不然晚上老人家他們怎麼睡覺?」
「我想我們縣府是有這個決心
把多年以來在行水區上面的
一個違建的問題做一個處理 」
台北縣原民局展現鐵腕
不理會族人虛弱的吶喊:我要我的家!
由於原鄉地區生活方式被瓦解破壞
所以說都市原住民生活在都會區的邊緣所形成的問題
其實是國家過去整體政策累積下來的結果
雖然都市原住民並非生活在自己的傳統領域
但並不代表他們就不受到
原住民基本法對於安居、就學、就業及就養的照顧
如果沒有一個足以說服族人及社會大眾的理由
就應該充分尊重族群在土地上居住及生存的意願
而不是粗暴的僅以違建作為理由
卻沒有思考這樣的聚落為何會形成
僅單純用法律作為拆遷的理由要來驅趕族人
拆掉三鶯、再拆溪洲、小碧潭、北二高橋下
難道就真的解決所有問題了嗎?

警方透露2月29日上午八點將進入三鶯部落,強制拆除剩餘房舍,並將居民所有地上物以垃圾方式清除,懇請各位朋友到場協助居民避免其財物遭警方毀壞。
時間:上午七點。
交通方式:永寧捷運站轉916公車至"恩主公醫院"站下車,往回走有一個加油站,從加油站旁的道路下去,就會到三鶯部落。

三鶯部落遭到拆遷的住戶裡,有許多是因為入籍問題,而沒有能得到隆恩國宅安置的;而即使住戶有意願入住,隆恩國宅所能提供的戶數不足,還必須要排隊;原住民在部落中的土地不斷遭到林務局、台糖等國家機關徵收,四處被驅趕,到了都市邊緣,好不容易找到一塊可以稍微安頓的地,卻再度遭到如此粗暴的對待。對於無論在部落,或者在都市,謀生困難的這些原住民來說,三鶯部落這一塊可以從事小規模農耕、自給自足的地,已經是一家老小最後的依託。
2/27 三鶯部落居民至馬英九總部前陳情,請馬英九指示周縣長尊重居民的意願,讓他們這些資格不符或沒有能力遷入隆恩埔的原住民能在原地續住下去,馬英九只說會去進行了解,並沒有給予正面回應。明日,縣政府將依原訂計畫強制拆除剩餘房舍。懇請各位朋友到場協助居民避免其財物遭警方毀壞。
台北縣政府拆除行動會一直持續,拆除三鶯部落後,接著就是要拆除位於新店碧潭周圍的幾個部落,其中最大的就是「溪洲部落」,或許這些人你本來不認識,但是現在如果可以也可以試著來瞭解這個事件,瞭解都市原住民的故事。從現在開始,你可以透過文字、影像,音樂紀錄下你的觀點。
你當然可以贊成縣府的拆遷工程或者也可以反對拆遷,但是在贊成與反對之前, 來瞭解不認識的人的生命吧,不認識的人痛苦也好,不認識的人的祈求也好,你會掛念嗎?如果他們只是陌生人啊,來認識吧,來認識不認識的人的生命,直到我們明白。來認識都市原住民吧,在這沒有臉孔的城市!在這沒有臉孔的國家!在這沒有臉孔的世界!

三鶯部落確定將於明天(2月29日)完全拆除。今天三鶯部落居民接到消息,警方將會於明天早上八點,拆除所有三鶯部落地上物,並且連上週拆除後搭的帳棚也會一併當垃圾廢棄物處理。三鶯部落張大姐無奈地說,要是連冰箱、家具都被破壞,重建會更困難,不過就算拆光光,部落居民還是會就地重建,希望明天有更多支援者來幫忙部落居民,爭取更多時間。
昨天(2月27日)三鶯部落聲援團體從中午開始在台北大學開始舉辦紀錄片放映及演唱會活動,晚上在部落舉辦演唱會,表演者之一的原住民歌手胡德夫表示:「雖然參加過很多演唱會,但從沒有比此時此地更有意義。」現場共有40、50人參加,居民並燃起火堆,象徵團結。張大姐說:「看到這麼多人來聲援,實在感覺溫暖。」而今天早上三鶯部落也響應了「228部落峰火狼煙串連行動」,與同樣面臨下一波拆除危機的溪洲部落,共同燃起了狼煙,為部落祈福。
昨天下午,樂生聯盟、溪洲及三鶯部落前往馬蕭競選總部召開記者會「堵馬」,要求馬英九簽署「當選後,絕不強制拆遷樂生、溪洲、三鶯等弱勢聚落承諾書」,馬英九能表示當選後會依法秉公處理。而今天三鶯部落居民即接獲通知,明天上午約八點左右,台北縣政府方面會再度前往部落拆除剩下的房舍。
上週四(2月21日)北縣政府即進行一波拆除,主要是針對未簽署切結書於今天(2月28日)同意搬遷的居民房舍,以展現所謂「公權力」,所以明天是拆除剩下已簽署今天搬遷同意書的屋舍。但由於目前三鶯部落約60位居民,政府完全沒有安置計畫,所以居民不論是上週四或明天拆除,都無家可歸,最後仍將選擇就地重建。
張大姐表示,根據2003年拆除的經驗,警方都會把地上所有的東西當作垃圾,然後在附近用挖土機挖個大坑掩埋,所以明天警方動作之前,可用資源的保護很重要,部落居民將會事先把帳棚、鷹架、家具收好,但實在擔心這些東西不論放哪裡,警方都會一併掩埋,讓居民一無所有。
因應明天警方的拆除行動,各三鶯部落聲援團體也將動員,青年樂生聯盟已經發出新聞稿及簡訊,於早上七點先至三鶯部落集合,希望能保護朋友居民財物及物資,避免警方毀壞而失去重建機會。
張大姐說,希望有更多朋友一起來幫忙,並且將縣政府的暴力記錄下來。

The first Presidential debate powered by citizen media platform Peopo was held on Feb 24. Two candidates running for President answers 20 questions raised by citizens who use Youtube-like video clips to express their wishes and problems. The form and the presentation of the debate itself is debatable, however, one interesting scenes from the debate is more ironic than anything else. When the candidates debated each other inside the film studio, many social groups including two aboriginal communities also debated with police forces outside; when Ma Yin-jeou, the candidate of KMT apologized to aborigines for his racial statement and when Frank Chang-ting Hsieh, the candiate of DPP said he also have aboriginal blood in his body, the people of the aboriginal communities protesting outside are facing forced eviction and fear caused by them and their colleagues.

Sanying Aboriginal Community in Taipei County, like Sijeou Aboriginal Community and many aboriginal communities spotted at corners of big cities in Taiwan, is a forgotten place where many aborigines live and count on.
However, the sweet homes to these indigenous people is not only vulnerable to typhoons and thunderstorms, but also to bureaucrats'construction blue prints. Inhabitants of Sanying Aboriginal Community are the latest victims whose self-made house have been torn apart on Feb 21 by bulldozers and excavators under the order of Taipei County Government.

Taipei Times reported from the Ground Zero:
Pan, who sat on a stool in front of her home in an attempt to block the demolition, was forcibly removed by police. A hydraulic shovel then came in, and Pan's house was demolished in less than five minutes despite Pan and her daughter's tears and pleadings. “Where am I going to stay? I don't qualify for an apartment,” Pan cried.
Bloggers and citizen journalists were at the scene when bulldozers and cranes moved to the land escorted by more than 70 polices. Torrent and other citizen reporters from Coolloud(zh) sent emergent calls for help:
由於事出突然,聲援三鶯部落的團體動員不及,現場只有青年樂生聯盟、溪州自救會約十餘人前往關切,但在強力警力的運作下,剩下未簽署切結書的十餘戶居民的家園,截至五點鍾為止,已經被夷為平地。
Out of a sudden, the supporting groups for Sanying community had no time to motivate. Only more than a dozen people from Losheng Youth and Sijeou Self-Help came for help. However, under the fierce action of police forces, more than 10 homes of those who haven't sign the “waiver” were reduced to complete shambles at 5 pm.
According to the report, most people didn't have time to rescue their properties inside their houses, so they, most are elders, have to sleep on the bare ground without a shelter,or a pillow with the another cold current coming. Coolloud and other supporting groups had asked readers to donate sleeping bags and tents.
Taipei County Government offered limited national apartments only for people who have a household register or people who sign a waiver to abandon their shelter. The lands and mountains these aborigines once live upon were expropriated by Forestry Bureau and Taiwan Sugar Corporation. They then were forced to leave, drove away from one place to another, and now they are losing their last ground.
Bloggers and citizen journalists have build a blog call “Supporters for Sanying Aboriginal Community” to aggregate all relative reports and informations about Sanying right after the incident. They use online tools like google map and Youtube-like video services to tell netizens where is the Sanying community and the humble wishes these aborigines have in mind–to stay and to stay alive.
This video report above is the latest clip made by the video production group of “Aborigines in the City”. Besides the video part, they wrote about the irony in the case of Sanying.
我們居住的現代化城市與住宅,有很多都是原住民移工幫忙建立,但是他們之中有些卻負擔不起現代化城市的高額消費。必須在城市邊緣求生存。現在政府又與商業單位聯手以都市開發為由,假意保護原民安全,並將原民幾十年來辛苦建立的家園視為違建,並取得貌似合理的正當性。
Many of our modern cities and houses were built by aboriginal immigrant workers, but some of them could not afford the high cost for the lifestyle in modern cities. They can merely survive at the edge of cities. Now, the local government authorities and business units are using “city development” and “security concerns of aborigines” as excuses to treat their homelands which has been established for decades as buildings without licenses in order to look legitimate and reasonable.
Taiwan Indigenous TV (a channel belong to Public Broadcasting Service) also reported the event:
當地信仰中心香雲宮的主持林阿龍表示,即便是已搬遷至隆恩埔的族人還是有很多個人物品留在屋內,而且由於隆恩埔至今還沒有 天然氣的供應,所以事實上 還是很多人會回到三鶯橋下的房子開伙和居住。然而勢單力薄三鶯阿美族人在阻擋不住縣府怪手的情況下,只能眼睜睜看著家園被怪手一棟一棟的摧毀、剷平,原本 就很殘破的由鐵皮和木板組成的房屋轉瞬成為一片廢墟。
Lin A-long, the abbot of the local religious center-Shan Yun Temple, says that even Amis people who have moved to national apartments in Long En Pu still left a lot personal properties in the houses here, and because of the lack of gas provision in Long En Pu, they still come back to the original houses under the Sanying Bridge to cook and sleep. However, because of their powerless, Amis people could not stop the excavators but only to see their houses, composed by iron sheets and planks, tearing apart into ruins one by one, with their own eyes.
Another journalist Cheng Wei Ren from a community newspaper Lipao interviewed some of the Amis inhabitants in Sanying after the destruction:
火爐邊的族人們說出了自己對於居住的願望,其實很簡單,他們不想要由上而下的高樓部落,而是希望能夠像過去一樣,只要他們一打開門,就可以看到鄰居以及大自然,時時刻刻都可以噓寒問暖,分分秒秒都可以與大自然為伍,而不是像現在,打開門就只看見走廊。
The Amis people around the stove told us their wishes for living. It was simple: they don't want a top-down tribe on a high building; they want to see their neighbors and nature every time they open the doors like in the old times that they can exchange greetings and make small talks with each other, and be a part of greater nature; not like now, when corridors are the only things they see outside the door.
Coolloud also interviewed an Amis inhabitant, Banai:
所以我很氣政府說我們侵佔國有地,要拆我們的房子。我記得小時候,政府就是這樣,說什麼要徵用土地,就把我們原住民趕走 的。為了政府要用地、為了出外討生活,我們一直在離鄉背井,走到那裡被趕到那裡,現在說我們侵佔國有地,到底是誰在侵佔誰? 每一塊到過的荒地,我們都是自己去開墾,讓它活起來,變成可以生長生命的地方。可是政府寧願在土地上蓋大樓,或是讓它又會變回一片荒地,也不願讓我們在上 面生存。從台東到台北,我跟阿伯這輩子靠著自己的力量過日子,即使不算好,但也很有尊嚴。如果被政府「安置」到大樓的套房裡面,沒了這塊土地,變成不能工 作的乞丐,那才真的沒尊嚴。
So I am very angry to hear the government say that we invaded and occupied the national land, so that our houses have to be pull down. I remember that the government did the same thing when I was still a kid; they say they need to commandeer the land so they drove us away. Because the government needed the land, we must leave for a living. We are always leaving, we are driven away everywhere we are, and now they say we invaded the national land. But who is really invading? We bring each wasteland we have been to cultivation, to make it a living earth. But the government would rather build a multi-story building on the land or return the land to a wasteland to let us live on it. From Taitung to Taipei, my husband and I work and live on our own–we don't live in good condition though, but we live with dignity. If the government “put” us in the suite of the building, we will soon become landless and then jobless beggars, without dignity.

縣府也要求他們在簽訂合約時要先找到保證人,但我想以他們的狀況彼此互相擔任保證人沒太大的意義,到時候彼此也負擔不起對方積欠的房租。
The County Government asked them to find a guarantor when they are ready to sign the waiver, and I don't think that has any meaning while each of them is one another's guarantor with such kind of bad economical situation. No one is going to be able to pay one another's debts on rental.
其實,問題並不出在縣政府的官員是否是依法行政,而是出在整個事件沒有在初期就先更全面性去思考問題可能的解決方式,也沒 有在初期先邀請各局處的官員和這些民眾以及社會團體(各種非營利組織、社福團體)來探討最佳的解決方案,也沒有考慮可以同時採行的方案,例如以工代租或者 是同時強迫免費參加職訓局的就業輔導或者是國高中補校課程,讓他們在這段期間中不僅有房可住,且不用付房租,但強迫他們提高謀生能力….政府的基本任務好 像只有「建設」和維護公共建設品質而已。
Actually, the problem is not whether the officials from the County Government abide by the law or not, but the complete thoughtless at the very beginning to search for all possible solutions comprehensively. They did not invite officials from each section, people who live there, and social groups(NPOs and social welfare groups) to explore the best way out. They also didn't consider solutions that can be put into practice at the same time, such as giving them work to pay the rental or pushing them to participate in employment counsellings offered by Job Training Department or high schools. The object is to have them a house without rental but at the same time force them to raise their ability on making a living….it seems that the Government's basic missions are only “construction” and maintain the quality of public constructions.

Social activists and cyber-activists are working together to spread out the call for help and help rebuild the house again from the ruins. However, the situation does not look optimistic at all since the officials said they will be back and finish “their job” on Feb 28, the Peace Memorial Day. How sarcastic!
Because of the hyper-heated Presidential election, the stories of Sanying are not finding a place to stay on mainstream media either. If the two candidates really care about human rights, job creation, low house price, and cultures of Taiwan's aborigines, they should visit Sanying instead of accusing each other on TV anymore.

台北縣政府2月21日拆除三鶯部落 都市原住民影像協力小組不眠不休製作影片報導,直到2月23日才將影片製作完成。希望大家能夠能透過三鶯部落拆除事件先簡單了解都市原住民的問題,接著新店溪洲部落,小碧潭部落等都將會面臨台北縣政府另一波密集的拆除動作。
從傳統領域移居在都市邊緣求生的原住民,並非不願追求更好的生活環境,良好的教育,或是穩定的工作機會。而是這樣的機會並非真正能夠被平等對待。

都市邊緣生存的阿美族原住民
三鶯與溪洲部落拆遷背後都市原民的生命力
台北大學三峽校區說明會與樂團演唱會
身為台北大學的學生, 可曾知道在連接三峽與鶯歌三鶯大橋下有個阿美族三鶯部落的存在? 現在,他們即將在2/28被台北縣政府強制拆遷 你是否願意花時間來了解這件事情?
紀錄片導演馬耀、比吼在1998年曾經製作過「天堂小孩」呈現了三鶯部落十年前被縣府拆除的故事,透過安靜的影像語言,我們可以看到阿美族小孩如何在家園被拆除後,又開始重新在這裡蓋起自己的家。影片中的小孩已經長大,現在仍居住在三鶯部落中。
十年後,現政府仍然忽視這群被壓迫的底層都市原住民的存在,仍然用十年前的手法要將都市原住民趕到城市更外圍,想要讓這些人的故事消失。都市原住民影像協力小組製作了一篇影音專題報導:來參加的朋友可以透過影片先了解三鶯部落的事件。

"My father is unemployed. One of my brothers is doing military service, while the others are still in school. I have four children to feed, and my husband is in prison. There's practically no one making money in this family -- how are we supposed to pay NT$6,000 in rent?"

With fear in her eyes, Lu Mei-hua (呂美華), a resident of Sanying Aboriginal Community (三鶯部落), sat in front of her home on Thursday, after the Taipei County Government's demolition team tore down several homes in the community on Monday.
"When they [the demolition team] were taking down my neighbors' houses, I was so afraid they would tear down my home as well -- like they did many times in the past," Lu said, as she watched her three daughters playing.
After posting a notice on Feb. 14 asking all residents to leave their homes within three days, the county government sent a team on Monday to tear down the first batch of houses, most of which were left vacant after the residents moved out.
"This is classified as a flood area, and the law prohibits anyone from living here," said Wu Chen-sheng (吳振聲), a county Indigenous Peoples Bureau (IPB) official. "We're just following orders on demolishing illegal constructions."
The community is located on the east bank of Dahan River (大漢溪) near Sanying Bridge (三鶯大橋) that connects Sansia (三峽) and Yingge (鶯歌) townships.
Most of the residents are Amis Aborigines who moved to Taipei to work as coalminers or construction workers decades ago, and their descendants.
Unable to afford housing in the city, the Amis have settled and built their homes along the riverbank in Sanying, using abandoned wooden boards, canvas, tin sheets and other materials.
"My father-in-law has been living here since he worked as a miner at the Haishan Coal mine [海山煤礦] before the explosion, and this is where I met my husband," said Chang Hsiu-yi (張秀儀), a resident who discovered her house had been flattened when she returned from work on Monday.
The Haishan Coalmine was the second-most productive mine in the country before it was closed in 1989. The explosion Chang mentioned occurred in 1984, killing 74 miners, mostly Amis.
The county government has built apartments to help residents living in flood areas relocate.
"We conducted a census in 2002 on five Aboriginal communities that were illegally staying in flood areas along the riverbanks," Wu said.
"We found that 133 households would need housing after their homes on the riverbank were demolished," Wu said.

To solve the problem, the county government had built 150 apartments in Sansia, he said.
"In the 2002 census, we recorded 25 households in Sanying Community ... 15 of them have already moved into the new apartments," IPB chief secretary Yang Cheng-pin (楊正斌) told the Taipei Times by telephone.
However, nine more households moved into the community after the census, and thus were not registered. The problem now is finding shelter for "unregistered" households.
"We'll see what we can do and try to solve the problem before May," Wu said. "
"We'll have the 133 registered households move into the apartments first, and then we can consider having others move into the apartments if there are vacancies," he said.
After the first demolition on Monday, those who remained in the community were asked to sign an agreement volunteering to move out so that the houses could be torn down before the end of the month.
A number of households signed the agreement, but others did not.
Pan Chin-hua (潘金花), who did not sign the agreement, is one of the "unregistered" residents.
Without prior notice, the demolition team -- escorted by nearly 70 police officers, according to police sources -- moved into the community again.
Pan, who sat on a stool in front of her home in an attempt to block the demolition, was forcibly removed by police. A hydraulic shovel then came in, and Pan's house was demolished in less than five minutes despite Pan and her daughter's tears and pleadings.
"Where am I going to stay? I don't qualify for an apartment," Pan cried.
"We're just carrying out our superior's order. There's nothing we can do to help," a county Water Resource Bureau official, who declined to be named, told Pan.
"You didn't sign the agreement, so we can only [demolish your house]," said another bureau official, who also refused to give his name.
However, some of the "registered" residents, who are qualified to move into the apartments, said they cannot afford the move.

"Of course we'd love to move into an apartment if we could afford it -- who wouldn't?" Lu said.
Lu lives with his father, four brothers and her four children, including one who is less than a month old.
"My father is unemployed. One of my brothers is doing military service, while the others are still in school. I have four children to feed, and my husband is in prison," Lu said. "There's practically no one making money in this family -- how are we supposed to pay NT$6,000 in rent?"
According to the IPB, a family of six to seven can move into a three-bedroom apartment that rents for NT$6,048 a month, while a family of three to five can get a two-bedroom apartment for NT$4,536 and a family of two can get a one-bedroom unit for NT$2,267. Single people have to share an apartment with others.
Aside from rent, they have to pay utility bills.
During the interview, Lu's brother, who is attending junior high school, came home for lunch. He made a bowl of instant noodles, ate half of it and passed it around for other members of the family to share.
"My father built our home himself. It's not a perfect place to live in, it leaks when it rains, but it's still our home," Lu said. "We really don't have money. I don't know where we will go if they tear down our house."
"Of course you have to pay rent if you want to live in an apartment. Not only have we offered the apartments at a discount, but we have also waived the maintenance fee," Yang told the Taipei Times when asked if the IPB has any plans to help those who qualify for apartments but can't afford them.
"If they really don't have money, they can apply for low-income family compensation from the Social Affairs Bureau," Yang said.

周錫瑋又一次拆窮人的房子,這次不以拼捷運之名,而是水利法78條、92之三、93之四。2月18日上午10點,縣府水利局、工程人員、警察大隊人馬來到三鶯橋下行水區阿美族部落,原本應該拆除無人居住的木造卻「順便」拆了一間尚未搬去新安置國宅的林太太,親眼見到家園被拆族人激憤落淚並引發衝突。稍後來到現場的原住民立委陳瑩與立委林正二介入後,拆遷大隊才暫時離開但並未告知下次拆遷日期。
縣府沒有正式拆遷計畫與正式水利報告,僅2月14日行拆遷公告,限期三天內自行拆除家園否則房舍將視為廢棄物並開罰六十萬至三百萬元。2月15日溪州部落與三鶯橋下部落族15到20人緊急前往縣政府陳情,希望不要拆掉位於行水區的房舍,原民會主秘楊正斌將族人請到會議室談判。
三鶯部落的問題並非「政府蓋新大樓,行水區族人不願搬」的簡單邏輯,因為能搬去新國宅的族人必須具有90年以前登記門牌的資格,並且是低收入戶;在三鶯部落至少有十戶不符合這資格。新國宅住宿費用過高,依房間大小加上停車費、水電費,一戶一個月必須多支付四千到一萬不等,這對以打零工維生的阿美族人是沉重負擔。
失敗的安置國宅政策有以下三種問題,搬進去的經濟壓力變大、有人想搬卻搬不進去、不想搬的卻被威脅要搬。三鶯頭目林阿則龍說,當初他們只有拿立面圖給我們看,我們從來不知道國宅長什麼樣;而且說明會我有問他(原民局)三年簽一次約代表什麼,原民局自己也不知道會不會改價格,那時候我們提很多東西但他們都不甩,他們就認為你再不聽就強制執行,我們原住民跟狗一樣沒有尊嚴。無視這些矛盾,縣府對外界唯一回應僅:行水區違法不安全。然而,水利局至今沒有正式水利調查報告,縣府寧可蓋國宅收租營利卻不想為新店溪、大漢溪上的四個部落蓋堤防保護家園。
15日縣府陳情會議族人都提出這些質疑,但兩造無具體結論,原民局僅口頭承諾先拆已搬到三峽隆恩埔文化安置部落的房戶。原本,族人以為暫緩拆遷並於17日在溪州部落開會商討對策,誰知,隔天上被暴力拆屋。目前最新消息是,19日縣府仍派人四處威脅族人簽自行拆除切結書,切結書上規定住戶縣府下次來拆除決無異議。目前,已有三戶在不知完全情況下簽署,但也有族人開始重新搭造房屋。北縣都市原住民住宅政策充滿暴力,誰說政府安置國宅的美意,溪州部落不領情。

由於事出突然,聲援三鶯部落的團體動員不及,現場只有青年樂生聯盟、溪州自救會約十餘人前往關切,但在強力警力的運作下,剩下未簽署切結書的十餘戶居民 的家園,截至五點鐘為止,已經被夷為平地。面對迅雷不及掩耳強勢拆遷動作,居民們根本來不及收拾家裡面的器物,三鶯部落居民有許多年事已高、家裡缺乏年 輕人幫助,而頓失所依的住戶們,如何度過這幾天一入夜氣溫就要驟降的晚上,這實在令人擔憂。

2月14日,三鶯部落收到公文,要求必須在三天內自行拆除,否則將處罰最高三百萬的罰金;隔日,三鶯部落到台北縣原民局陳情,族人氣憤地說:「你叫我們到哪裡去!」由於三鶯部落十一戶族人不符合原民局入住國宅資格:「照顧本縣其他低收入戶、中低收入戶原住民家庭需求,可進住人口計算以輔導接電當時設籍之現住戶人口為基本對象」,但拆除後的原住民將何去何從?原民局主秘楊正斌說:「我們幫忙原住民,不是每一個原住民都幫,一些家庭狀況比較不錯的,我們就不需要幫忙,漢人都有低收入戶,漢人也有王永慶,原住民也有狀況好的,原住民也有狀況比較不好的。」
國宅的封閉設計本身就有問題,現在連入住資格都限制重重,中低收入戶資格是需要去申請的,但並不代表沒有去申請就不是中低收入戶,只是因為行政文書資訊的缺乏,老人家使用母語作溝通,而且家都被拆了,她的經濟狀況不會大受影響嗎?就算符合中低收入戶資格,也因為戶數及空間限制,無法進駐。楊正斌用「王永慶」之類的話,更是不懂得人生疾苦的談話。另外曾設籍輔導接電才能進駐,但是設籍接電是政治人物為了選舉的支票,使得部份的人有電可用。國宅安置計畫的選擇性排擠,使得這些因為原鄉工作難找,遷徙到台北建立部落的族人,又要再度流離失所。
2月18日,趁著族人送小孩上學的時間,動用強勢警力及怪手,企圖將三鶯夷為平地,ina(媽媽)激動地用母語泣訴:「我們住這邊,也沒有怎麼樣,我們好好的住,為什麼打掉我們的房子,我們在這邊習慣了,還要我們到那裡去」,沒有家就跟沒有食物跟水一樣,基本需求居住權都被剝奪了,如何去實現自我?如何去尋找安全、愛與民族歸屬感?
面對台北三鶯、溪洲、小碧潭、北二高部落,政府只會拆遷,安置於由上而下設計的門鎖國宅,而不去思考「就地居住」提供保留地的可能,政府應比照社子島,透過技術防洪,保障部落人民的居住權,不要雙重標準,只保障部落鄰近砂石場、工廠、高爾夫球場,尤其是選票多、有利可圖的可開發地。
三鶯部落拆遷,凸顯政府不為人民著想,只會依法行政的安置計畫,政府不可能以國宅徹底解決都市原住民居住的問題,政府必須排除萬難,重新省思原住民「就地居住」的可能,還給原住民土地及尊嚴,人民面對政府的暴力拆遷,必須團結起來,捍衛我們的家園。

一、鶯歌到台北機車要怎麼騎:
1.公館往新店方向走北新路,過碧潭大橋後,接安康路,沿著縣道110一直走到省道台3線-介壽路左轉,過三峽大橋,沿三峽復興路前行,過三峽國中,經恩主公醫院直行一段,遇到隆恩街右轉,消防隊對面有一條路直行到堤防右轉
2.從鶯歌到山佳,過焚化爐後的下一個紅綠燈靠內側上高架橋,下橋後直走柑林橋下,遇到紅綠燈右轉,一路直行可到19號越堤道,可以上19號越堤道,也可以再往前走,過17號越堤道(較好走)走堤外道可達重新橋下,即下圖所示藍色路線。在重新橋下右轉,沿重新橋到三重側,即(甲)點右轉越堤,到(乙)點有紅綠燈靠右沿路走,到(丙)點有岔路,右邊岔路內是工地,取左沿安全島旁路線到中興橋頭,即(丁)點靠右上中興橋。
3.如果直走接台北橋/忠孝橋也很方便。
中興橋往鶯歌,中興橋下橋後(A)點有紅綠燈,過紅綠燈後靠右抵(B)點,直行上重新橋(不可),右轉後直行往重新路(也不可),右轉後請靠左切入重新橋引道下方,到(C)點右轉,再到(D)點往左迴轉"上"12號越堤道,堤頂(E)點迴轉下堤進入疏洪道,到(F)_點往左迴轉進疏洪一路,到重新橋下右轉過疏洪道,再左轉進堤外道。

溪洲部落的問題還沒解決,北縣政府,即將對另一個都市原住民聚落動手。北縣三鶯都原部落,昨天北縣政府張貼公告,要求三天內搬遷,否則將開罰300萬元。今天仍居住在三鶯部落的原住民約20人,至北縣原民局陳情,要求暫緩強制搬遷。
北縣政府在去年開始針對縣內座落於行水區的部落要求搬遷,三鶯部落絕大部分居民在無奈下選擇搬入隆恩埔原民出租國宅。現今仍居住在三鶯部落的原住民,約有7戶,是因為在登記期內未登記,而無資格居住於隆恩埔住宅,而等待政府安置繼續居住於三鶯大橋下的部落。
昨天三鶯部落居民接到北縣府公告,以水利法要求於三日內搬遷,否則將強制執行並處60至300萬元罰鍰。今天三鶯部落居民約20人即至台北縣原住民行政局陳情,要求給予搬遷至隆恩埔國宅的資格或就地居住。
原民局由主秘楊正斌接見,未承諾三鶯部落的訴求,只同意與北縣府協商,評估是否能予以緩拆。
事實上,現有三鶯部落居民搬入隆恩埔國宅後,雖然國宅位於三鶯部落附近,對族人的就業和就學衝擊較小,但仍困擾於被要求繳交許多租金、水電瓦斯等押金,此外,在國宅居住兩年後,也會被迫搬遷,自行尋屋。而仍居住在三鶯部落的居民,則連搬至國宅的資格都沒有,一旦北縣府強制拆除,即將連落腳的地方都沒有。
